Samsung had promised that it would update its previous flagship model to Android 4.0 ICS in Q1 2012. Digging the details on the Samsung website reveals that the current build that the users can upgrade to is an April 3rd build. This reveals that Samsung had been holding the update due to certain reasons. The problem was that the original Samsung Galaxy S2 i9100 was never the same. Samsung changed the chipset to OMAP and GPU was changed from Mali 400 to PowerSGX540. The original Samsung Galaxy S2 ICS Update was already prepared, but it was held up so that both the phone could get the update at the same time.
